Applicant Qualifications

(Outside United States)

  1. Applicants must meet the two requirements below to be provided a grant:
    Tax Equivalency
Monsanto Fund is a private foundation whose giving is governed by the U.S. Internal
Revenue Service (IRS). All applicants for grants must qualify as tax exempt public
charities or its equivalent and provide proof of tax-exempt status as outlined by IRS
rules. In the U.S., a 501©3 document is sufficient to meet this requirement. Outside
the U.S. there is no such document so Monsanto Fund must obtain sufficient
documentation from the organization to establish equivalency. It is strongly
recommended that the question of equivalency be resolved in the earliest stages
of conversation between Monsanto contact and the NGO (Non-governmental
Organization), so the NGO will know if they qualify to be considered for a Monsanto
    Fund grant.
International grants must be reviewed and approved by the Monsanto Business
Conduct Working Group (BCWG) in their respective world areas to meet
the requirements of the Foreign Currupt Practices Act (FCPA).
A complete Monsanto Fund International Grant Application with all required attachments
will satisfy this requirement. The Monsanto contact must forward the documents
to the BCWG in the respective world area for review and approval.

  2. Applicants must fall into one of four areas below and provide the applicable documentation
    as indicated:

Public Charities (NGOs) Incorporated in the U.S. and Working in Foreign
    Countries
Many large, U.S.-based NGOs are incorporated in the U.S. but provide services to
communities outside the U.S. Examples are CARE, USA and The Nature
Conservancy. In these cases the organization should provide a copy of the U.S. 501©3
    certification.
    Public Charities (NGOs)
Local public charities should complete the Public Charity Questionnaire to
enable the Monsanto Fund to determine if they would be considered tax-exempt
    in the U.S.
    Government Units
Entities such as public hospitals, public schools, villages or municipalities can receive
grants from Monsanto Fund without having to provide proof of charitable status, as
long as those are consistent with the Fund’s purposes.
Private Schools, Private Hospitals, Medical Research Organizations
These institutions must complete either the Private School, Private Hospital, or
Medical Research Organization Questionnaire respectively, to prove their tax exempt
status before a grant can be made. The term “hospital” includes rehabilitation
institutions and outpatient clinics, if such an organization’s principal purpose is providing
medical care. All other private non-governmental organizations should complete
the Public Charity Questionnaire communities outside the U.S. Examples are CARE, USA and The Nature
Conservancy. In these cases the organization should provide a copy of the U.S. 501©3
    certification.

  3. The proposed project must fit within one of the Funds Focus Areas (Nutritional Improvement through Agriculture, Science Education and Our Communities).

  4. Single grant requests must be for at least U.S. $25,000.

  5. NGOs must be experienced, established and reputable. The Fund does not work with start-up organizations.

  6. NGOs must be financially sound. That is, they must be operating "in the black," have a diverse funding base and be audited annually.

  7. Funding will not be provided for the following:
    • Individual aid or personal support.
    • Underwriting deficits.
    • Fraternal, labor or veterans organizations, unless the project benefits the general public.
    • Benefits, dinners, advertisements.
    • Religious, politically partisan, or similar groups.
    • Endowments.
    • Activities that directly support marketing programs.
    • Projects in which the Monsanto Company has a financial interest or could derive a financial benefit through cash or rights to intellectual property
    • Organizations that discriminate based on race, creed, ethnicity, religion, sex, age or national origin.
